Rear lights cover

I noticed this years ago but never thought to ask.
When changing the globes in the rear light cluster there is a steel cover over the drivers side that must be removed to access the globes but this cover is not on the passengers side.
Does anyone know why not not, or has mine just been missing since new?

I was drying the fish tank in my passenger tail light last weekend, and it didn't have a metal cover it.

Haven't checked the drivers

I have also noticed this, never really questioned why.

My guess is it has something to do with the boot lock

I remember reading somewhere it is there to stop someone getting into the boot through the lock.
